విశాఖ నగర ప్రజలందరికీ విశాఖపట్నం అపార్ట్మెంట్స్ రెసిడెంట్స్ వెల్ఫేర్ అసోసియేషన్ (వార్వా) మరియు గ్రేటర్ విశాఖ నివాస కాలనీ సంఘాల సమాఖ్య (నివాస్) తరపున శుభాకాంక్షలు తెలుపు తున్నాము.  విశాఖ సిటీ  విస్తరించి మహానగరంగా మార్పు చెందింది. అపార్టుమెంట్లు పెరిగి, అపార్ట్మెంట్ వాసులు అనేక సమస్య లెదుర్కొంటున్నారు. అపార్ట్మెంట్ వాసుల సంక్షేమం కోసం వార్వా 2005 లో ఆవిర్భవించింది. నగరవ్యప్తంగా విస్తరించి ఉన్న కాలనీల్లో  ప్రత్యెక సమస్యలున్నాయి. కాలనీ వాసుల సంక్షేమం కోసం 2011 లో నివాస్ ఆవిర్భవించింది. అపార్టుమెంట్లు, కాలనీ వాసుల  సమస్యలు చేపట్టడం, నగరాభివృద్ధిలో భాగం కావడం మరియు కుల మత తత్వాలకు అతీతంగా ఐక్యత పెంపొందించు కోవడము  లక్ష్యాలుగా వార్వా  నివాస్ పని చేస్తున్నవి.  

 బిపిఎస్, ఆస్తిపన్ను పెంపు, భూగర్భ మురుగు నీటి పారుదల (యుజిడి), తాగు నీరు వంటి అనేక సమస్యలను వార్వా చేపట్టింది. ప్రజలను సమీకరించి విస్తృతమైన పోరాటాలు నిర్వహించింది. 2011లో ఇంటిపన్ను పెంపుదలను, ఖాళీ స్థాలాలపై పన్నును  మరియు BPSను కోర్టులో సవాలు చేసింది. 

సామాన్యులకు అందుబాటులో ఉన్న బీచ్ ను భూగర్భ పార్కింగ్  మరియు ఇతర హంగులతో ప్రైవేటీకరించి   ప్రజల నుండి దూరం చెయ్యడాన్ని వ్యతిరేకించి, పోరాడి విజయం సాధించాము.  2020, 2021 సంవత్సరాల్లో కరోనా ప్రపంచ ప్రజల బతుకుల్ని ఛిద్రం చేసింది. కరోనా వలన విశాఖనగర ప్రజలెదుర్కొంటున్న సమస్యలకు  పరిష్కారాలు సూచిస్తూ  జిల్లా కలెక్టర్ గారికి మెమొరాండం పంపించాము. కలుషితమవుతున్న పర్యావరణాన్ని రక్షించు కోవడం కోసం ప్రజల్లో అవగాహన కల్పిస్తూ 2020 లో పర్యావరణ దినోత్సవం నాడు ప్రదర్సన నిర్వహించాము.  

గత కొంత కాలంగా అపార్ట్మెంట్ వాసులు, కాలనీ వాసులు ఎదుర్కొనే ఉమ్మడి సమస్యలు పెరిగాయి. అందుకే గత నాలుగేళ్ళుగా  నగర ప్రజల సమస్యలపై వార్వా - నివాస్ సంయుక్తంగా కార్యక్రమాలు నిర్వహిస్తున్నవి. కొన్ని సమస్యలను స్థానికంగా చేపట్ట వలసి ఉంటుంది. కొన్ని సమస్యలపై సమైక్య ఉద్యమాలు నిర్వహించ వలసి వస్తుంది. ప్రస్తుతం మనమెదుర్కొంటున్న ఆస్థి పన్ను సమస్య కేంద్ర రాష్ట్ర ప్రభుత్వాల నిర్వాకం. కరోనా వల్ల విలవిల లాడుతున్న ప్రజలను ఆదుకోవడానికి బదులుగా కేంద్ర ప్రభుత్వం పట్టణ సంస్కరణలను అమలు చేసి ఇళ్ల పన్నులు పెంచాలని, తాగు నీరు, మురుగు నీరు వంటి సదుపాయాల కోసం యూజర్ చార్జీలు వసూలు చెయ్యాలని రాష్ట్రాలకు  ఆదేశించింది. ఈ ఆదేశాల అమలు కోసం రాష్ట్ర ప్రభుత్వం మున్సిపల్ చట్టాల సవరణ చేసింది. వీటికి వ్యతిరేకంగా మనం అవిశ్రాంతంగా పోరాడుతున్నాము.ఈ పన్ను మార్పులను సవాలు చేస్తూ రాష్ట్ర హై కోర్టులో కేసులు కూడా వేశాము.  అదే సమయంలో నగరాభివృద్ధికి అనేక సూచనలు చేస్తున్నాము.  

సమస్యను బట్టి స్థానిక పోరాటాలకు గాని, సమైక్య ఉద్యమాలకు గాని, ఇతర కార్యక్రమాలకు గాని అపార్టుమెంట్లు మరియు నివాస ప్రాంతాల ప్రజలు సహకరించాలని విజ్ఞప్తి చేస్తున్నాం. నగర ప్రజల సమస్యలపై జరగుతున్న కృషిని మీతో పంచుకొనే ఉద్దేశంతో ఈ వెబ్సైటు ను  ఆరంభిస్తున్నాము. మన అభివృద్ధితో బాటు గ్రేటర్ విశాఖ నగరాభివృద్ధికి కూడా మీ సూచనలను,  సహకారాన్ని కోరుతున్నాము.

Declaration

The members of VARWA and NIVAS declare that

• Both the organisations work for common good and welfare of the members in general.
• Both the organisations work for the welfare of the members without any profit motive.
• The Executive Committee members of both the organisations are not eligible for any profit oriented remuneration / salary from any of the two organisations or their corpus fund.
• Both the organisations shall never participate or encourage any anti social activities

When the state govt. and the Visakhapatnam Municipal Corporation imposed thousands and lakhs of rupees towards Under Ground Drainage (UGD) charges on the Vizagites, the citizens of the city waged united struggles under the banner of VARWA.

VARWA became the voice of middle class in Visakhapatnam right from its inception. VARWA took up the civic issues of water supply, sanitation, rising house taxes, vacant land tax, water tax, Building Penalisation Scheme (BPS) and organized the people to fight against the attacks. It had conducted many Dharnas against the UGD, BPS and the electricity tariff hike. It had filed cases against vacant land tax, BPS and house tax hikes in the AP High Court.

VARWA fought for traffic remedies and removal of illegal constructions in apartment cellars in 2005 - 06. When VARWA took up the issue of traffic remedies due to irregular parking of school buses and private travel buses, the GVMC made an unreasonable proposal of providing guest vehicle parking spaces within the apartment premises. It was stoutly opposed by VARWA and apartment owners associations and fought back. Due to the continued struggle by VARWA, the GVMC had taken up a special drive for removal of illegal constructions in cellars. At that point of time the leadership of VARWA was even threatened of dire consequences. Braving all such hardships, VARWA continued its activities.

VARWA and Nivas jointly organized a 2 day Seminar on Urbanisation in the Silver Jubilee Hall, Andhra University in 2011 in which knowledgeable persons like Sri EAS Sarma, Former Energy Secretary, Union Govt., late Prof. RV Rama Rao, Ex Principal, AU Engineering College participated. We have successfully conducted a Seminar on ‘Water Crisis and Solutions’ in the Narla Venkateswara Rao Bhavan, Seethammadhara. Eminent personalities such as late Sri K Satyanarayana, Superintendent Engineer, Irrigation participated in the seminar and gave practical solutions. We also had conducted a seminar on ‘Electricity Reforms – Impact on the People’.

It was proposed in 2018 to commercialise the beach by constructing a beach museum along with underground parking facility and making the museum, TU 142 and Kursura submarine as a single unit. The natural stretch from RK Beach to Tenneti park was already developed and looked very beautiful and freely accessible to the people of the city as also the tourists. Since the commercialization would make the Vizagites lose the accessibility to the beach, VARWA and NIVAS stoutly opposed the commercialization and fought with the authorities mobilizing the people. Finally, residents’ will succeeded and commercialization of Beach was stopped. Now, we are enjoying the nature’s beauty on the beach.

Since Covid 19 had a dreadful impact on the life and living of the people, VARWA addressed memoranda to the District Collector suggesting some solutions to the people’s woes.

Urbanisation is growing by leaps and bounds in the 21 century. Governments in the Centre are thrusting heavy burdens on the people by enforcing urbanization schemes wherein house tax is replaced by property tax and every service provided by Municipalities is charged. Basing on this, the GVMC, under the instructions from AP state govt., is charging heavy property tax based on the property value instead of annual rental value and collecting user charges for garbage collection, parking fees at so many places, and is fixing water meters to every household for enforcing charges for every water drop. VARWA and NIVAS are seriously opposing these moves and waging continuous struggles since November 2020. The struggle included continuous campaign with pamphlets, meetings, seminars, organizing dharnas and street protests, campaign through the social media and mobilizing the people to submit objections to the property tax notification. Continuous struggle and campaign by VARWA and NIVAS created awareness among the residents in the city and they responded well. Although the residents paid their property tax with all resistance and unwillingly, they made the GVMC to frustrate for collection of garbage charges.

VARWA and NIVAS filed two writ petitions (PIL) in the AP High Court against the tax changes in August 2022. The Writ petition numbers are 123/2022 and 124/2022. The cases are pending in the court. Next hearing is 22.06.2023. The resistance is continuing.

VARWA NIVAS protested against the True up charges imposed over and above the electricity tariff, against imposition of Impact fees and ever increasing toll taxes.

VARWA NIVAS seriously opposed Steel Plant privatization, organized Prachara Bheri programs against the move in many areas and participated in protest calls of the Ukku Parirakshana Porata Samithi. Many of our cadres participated in the Relay Fast program also.

We conducted Azaadi @75 programs commemorating the 75th Indian Independence Day at several places.
